  3. Pioneered in the USA, electronic tagging was
  4. tested in the UK in 1989 in Nottingham.
  5. Volunteers were fitted with a tamper-proof
  6. anklet or `tag', and their home with a
  7. special receiver-dialling unit. If the person
  8. moved out of the range of the unit, a signal
  9. would be transmitted to a central computer.
